Public Procurement

Advisers at every stage of the public procurement process, for both suppliers and contracting authorities

Ascente guides clients through complex commercial, contractual, and regulatory matters in public procurement. Our team provides ongoing counsel on some of Sweden's most complex and highest-value procurement processes with experience of billion-kronor projects in sectors such as infrastructure and pharmaceuticals.

We advise across all phases of the procurement cycle. Before the tender, we develop strategies and documentation in close collaboration with our sector specialists to ensure the legal framework supports the deal rather than hindering it. During the procurement, we coordinate legal, commercial, and technical advice with the speed that tight bid deadlines demand. After the tender is awarded, we undertake judicial review proceedings and negotiate contracts that are both legally compliant and commercially sustainable.

“Public procurement is never just a legal exercise; it's a commercial decision. By integrating procurement law expertise with in-depth sector knowledge, we ensure the legal strategy serves the business objective, from first bid to signed contract.”

Partner

Our Public Procurement practice is led by Martin Levinsohn and Mattias Wiklund Matala, who bring in-depth knowledge of public-sector transactions.

Our experience of working on both sides – advising contracting authorities as well as suppliers – gives us a unique understanding of the entire procurement process and its commercial dynamics. We regularly represent clients in judicial review proceedings at all court levels, as well as in damages claims arising from incorrect contract awards and other regulatory infringements.

We offer comprehensive procurement law expertise across Swedish and European regulatory frameworks, with ongoing advice on the Swedish Public Procurement Act (LOU), the Utilities Procurement Act (LUF), the Defence and Security Procurement Act (LUFS), and the EU procurement directives. We guide clients through all aspects of this legal field, from open procedures to innovation partnerships.

We have particular expertise in infrastructure, energy, pharmaceuticals and medical technology – sectors where we combine regulatory knowledge with thorough industry understanding. We also advise international suppliers seeking to participate in Swedish procurement processes.
